The mechanism for notification of information on cosmetic products is determined by the Notification Procedure approved by the Order of the Ministry of Health of Ukraine No. 2147 of December 18, 2023. This document regulates the procedure for submitting information on cosmetic products, as well as the procedure for establishing and operating the Electronic Notification System.

The procedure provides for two different approaches to notification depending on the type of product:

• single-component product is a separate cosmetic product sold independently, in particular as part of a set;
• multicomponent product consists of several components that are not sold separately.

By submitting information through the system, the responsible person confirms that the cosmetic product does not contain prohibited ingredients. At the same time, the fact of notification does not automatically confirm the full compliance of the product with the requirements of the Technical Regulations.

The responsible person is obliged to submit all the necessary data on the cosmetic product to the System before it is put on the market. At the time of placing the product on the market, the labeling image (graphic file) and, if necessary, a photograph of the packaging must also be submitted.

The notification system (notification portal) is a free online resource for submitting information on cosmetic products created to implement the provisions of the Technical Regulation. It is administered by the Ministry of Health of Ukraine.
